Grant Information

Harvey Philip originally requested a $10,000 Planning Grant in 2001 and two subsequent $150,000 Implementation Grants. As part of that grant-writing/approval process, we asked as a charter school for waivers.

 

Harvey Philip after its third year of successful operation applied for a Department of Public Instruction (DPI) dissemination grant. The description of the process and the enumeration of any requests for waivers from the authorizer are listed below

 

A request and justification for waivers of any federal, statutory, or regulatory provisions that the chartering authority believes are necessary for the successful operation of the charter school and a description of any state or local rules, generally applicable to public schools, that will be waived for, or otherwise not apply, to the school.

Self managed teams will use the PLCs to give feedback that  will result in a summative evaluation that is received/approved by administration.  Problem areas may require traditional evaluation

It is not anticipated that any “seats” will be available to out of district students. If available after the start of school, standard tuition would be charged

The School District of Waukesha monitors and audits the financial performance of the charter school. All purchase orders and invoices are reviewed by an administrator, signed, and paid by the comptroller’s staff.    There will be an annual report from each program that is compiled and forwarded to the Executive Director of Student Services.

 

Annual Report and Goals – there shall be an annual report prepared by the staff on program accomplishments that shall be submitted to the SMC, the administration, and the Board of Education.   It is expected that there will be a success rate of greater than 80% that is 80% of students will finish the school year with credits and competencies earned, work requirements met, and service learning hours completed.  Students not meeting these or leaving the program will have either the same level of success in the program transferred to or a reasonable approximation of progress toward their goals.

 

Facility Maintenance and Insurance responsibilities. 

Unless exceptions from School Board directives/policies have been requested and

approved, the enforcement of other policies, liability insurance coverage, maintenance practices, support services, fire extinguisher/alarm inspection, student testing, and maintenance/custodial/facility repairs will remain as consistent as practicable with current practices in the school district.

 

Liability

The school district of Waukesha provides full liability insurance coverage  and loss prevention training for staff, non-teaching employees, and students comparable to all other district schools.

 

School To School District Fees/Rents

The chartering agency does pay/allocate funding to the school on an annual basis as any fee.—HPACS does not pay any annual or monthly fees to the authorizing charter agency for the use of the facility or access to the full range of pupil and support services.

 

Allocate Federal Funding

HPACS will be eligible for Federal Flow Through Funds in event that such funds are needed for students with disabilities.  The school will receive its prorated or available share of Carl Perkins funds and Safe and Drug Free School’s allocation to combat alcohol, tobacco, and other drugs (ATOD) use.  No other federal funds, other than a currently approved Dissemination Grant for 2006-2008, are anticipated at this time.

 

The procedures that insure that HPACS practices Non-Sectarian procedures, admission policies, employment policies, and all other operations are ingrained in the instrumentality nature of this school. HPACS is a nonsectarian school and all access and enrollment is never related to religious practices or preferences. Curriculum does not include religious exploration or religious history course.

 

It is assured that the Harvey Philip Alternative Charter School practices non-discrimination in all admission, participation, and intervention situations.

 

As required by section 427 of the General Education Provisions Act (GEPA), a description of proposed steps that ensure equitable access to, and participation in, its federally assisted program.  The statute, which allows applicants discretion in developing the required description, highlights six types of barriers that can impede equitable access or participation: gender, race, national origin, color, disability, or age.  Applicants may use local circumstances to determine the extent to which these or other barriers prevent equitable participation by students, teachers, parents, or other community members.  The description need not be lengthy, but it should include a clear and succinct description of how the applicant plans to address those barriers that are applicable to its circumstances
